National Reporting Suite

2006 IPCC Guidelines · UNFCCC CRT (Decision 5/CMA.3) · Paris Agreement Enhanced Transparency Framework (BTR)

This guide explains how to run all five IPCC sectors in one workspace and take the national inventory through to UNFCCC reporting: shared year, GWP and file handling, the embedded sector tools, scenarios, national results and key category analysis, the cross-sector audit and the CRT / BTR summary tables. Table titles and thresholds are generated from the tool’s own records.

1About the tool

The National Reporting Suite brings the Energy, IPPU, Agriculture, LULUCF and Waste tools together under one reporting year, one GWP set and one workbook file, and derives the national total, the key category analysis, the cross-sector consistency audit and the UNFCCC CRT / BTR summary tables from that shared data. It is built for national inventory teams, ministries and agencies, and consultants working at national scale.

2Quick start

  1. 1

    Create or open a file

The suite starts by asking you to create a workbook or open a saved one. The file holds all five sectors in one place (.ghgallsectors).

  2. 2

    Complete the Overview

Inventory name, country and scale, active year and GWP set.

  3. 3

    Calculate the sectors

The sector tabs in the top bar open the sector tools; each sector is covered in its own guide.

  4. 4

    Review national results

National Results shows the national total and the key categories; the live total in the top bar tracks the same figure.

  5. 5

    Audit

The Cross-Sector Audit flags double-counting and missing-entry risks between sectors.

  6. 6

    Report

The CRT / BTR Report shows the summary and trend tables on screen and exports them to Excel and XML.

3Shared settings and file handling

  • Inventory name, country and scale, active year and GWP set are set on the Overview and apply to the shared data of all five sectors.
  • The file menu saves, switches, renames and deletes workbooks. When you switch files, the open file is saved first.
  • Importing a file saved from a single sector tool is offered as a partial restore: only that sector’s data is loaded.

4Embedded sector tools

The sector tabs open the same sector tools that are offered on their own; calculation methods, tiers and factor tables are identical. Each sector is described in detail in its own guide.

5Scenarios

  • Inventory total: business-as-usual and mitigation projection from your own inventory; all sub-sectors and all gases (CO₂e).
  • Cross-sector scenario: built by selecting one run scenario from each of at least two sectors.
  • Least-cost pathway: an economy-wide optimisation (OSeMOSYS) compared with a no-policy reference. It appears when pathway data exists for the inventory country; otherwise the view shows the inventory total only, with no empty panel.

6National results and key category analysis

  • The five-sector total and sector totals by year.
  • Key category analysis (2006 IPCC Vol. 1 Ch. 4, Approach 1): level and trend assessment. Categories ranked from largest to smallest whose cumulative share reaches 95% are key; those in the 95–97% band are not key but are flagged for qualitative review.
  • Key categories are the candidates for higher-tier methods, country-specific factors and priority QA/QC.
  • Report: PDF with cover, inventory identity and boundary, GWP footnote, CRF summary and category breakdown of all five sectors; Excel with an inventory information sheet and the tables.

7Cross-sector audit

The Cross-Sector Audit checks four relationships: Energy vs IPPU, Energy vs Waste (WtE), Agriculture vs LULUCF, Energy vs Agriculture. Each check is one of three kinds:

  • True reconciliation: whether the LULUCF biomass and soil sheets use the same converted area.
  • Presence and scale warning: an item reported in one sector that looks zero or missing in the related sector (e.g. coke-oven gas, ammonia feedstock, waste incineration with energy recovery).
  • No data: where the sub-category data the check needs is not kept on any sheet, the case is flagged openly instead of silently counting as passed.

8CRT / BTR report

The Common Reporting Tables (CRT) summaries submitted with the Biennial Transparency Report (BTR) under the Paris Agreement Enhanced Transparency Framework are built directly from the multi-year, gas-by-gas data of the five sectors. The cell you see on screen and the cell written to the file come from the same report object.

  • The summary row tree covers 43 CRT categories (Energy, IPPU, Agriculture, LULUCF, Waste, Other).
  • Cell-level validation: delivered as a separate Validation sheet in Excel. If any finding is at error level, no XML is produced, so an incorrect submission is never created silently.
  • Excel: cover, summary tables, Table 10 sheets, validation and a notation-key glossary.
  • XML: a lossless mirror of the CRT table structure (table, column, row, cell, notation keys). The official XML schema of the UNFCCC ETF reporting tool is not public, so the file uses its own namespace (urn:carbontrack:crt:1); direct upload to the official portal is not guaranteed.
